On the afternoon of March 16, the journalist successively visited the residents of the northern area of Xiyuntai in the Xingqing district and the Hupan Jiayuan complex in the Jinfeng district, conducting random interviews with residents to hear their genuine impressions about daily water consumption.
In the Xinyun district, in the northern Xiyuntai area, resident Mr. Li has installed a whole house water purifier. Speaking about his experience, Mr. Li opened the tap and demonstrated the water flow. 'The taste of the water from the purifier is good; it can be used and connected as needed, which makes it easy to cook and drink water.' However, he also admitted that the consumption cost is not low. Buying a purifier cost more than seven thousand yuan, and additionally, the filters need to be changed regularly, which represents a considerable expense over the years. At the same time, the purification process generates a large amount of wastewater, leading to significant waste in the long run.
In comparison to costly water purifiers, many elderly people prefer the drinking water machines available in their community. Mr. Hu, who lives with his family of six, uses the community drinking water all year round. 'A water card costs 500 yuan, and our family can use it for two years; it's very cost-effective,' commented Mr. Hu while filling his container at the community water machine. However, despite saving money, he also has concerns. He cannot see the inside of the machine and does not know how often it is cleaned or when the filter is changed, which causes him anxiety about whether the water quality is truly safe.
Some people seek the best cost-benefit ratio, while others prioritize convenience. Mrs. Zhao, who lives in the Hu Pan Jia Yuan complex in the Jinfeng district, had been using the drinking water from her neighborhood, paying only 300 yuan a year for water. However, considering that her mother is elderly and struggles to carry water upstairs, this year her daughter decided to hire a bottled water service. 'With home delivery, I don't have to go out; it's easier, and it alleviates my worries,' said Mrs. Zhao with a smile. The only downside is that the price is a bit high, which increases long-term costs.
There are three ways to drink water, each with its advantages and disadvantages, and each has its audience. Among them, the drinking water machines manufactured and sold in residential complexes, which have seen an increase in usage rates, are the most concerning for residents regarding water safety.
On March 17, the journalist arrived at the Zhongfang Yue Ruan Ju residential complex in Helan County, where he found a drinking water machine in operation. Wang Jiaming, the sales department manager of Yinchuan Zhongtie Water Runchuan Mineral Water Co., opened the machine's casing, revealing the inside. Two stainless steel water tanks were clean and orderly, and the three-stage filtration system was arranged in an organized manner.
'The tap water is not simply filtered; it undergoes multiple purifications.' Wang Jiaming explained on-site the complete process of water production. The raw water first passes through a coarse PP cotton filter, eliminating impurities; then granular activated carbon is used to adsorb odors and residual chlorine; subsequently, fine filtration via reverse osmosis (RO) is performed to deeply remove harmful substances; finally, a disinfection with ultraviolet light is conducted, turning it into purified water that can be directly consumed. In the case of mineral water, a mineralization treatment with rice stone is added, thus increasing the trace elements in the water, improving its taste and enhancing its nutritional value.
So, how is the on-site drinking water regulated by the relevant departments? The journalist subsequently interviewed the relevant person in charge of the Yinchuan Center for Disease Control and Prevention.
Yang Xiuqin, head of the Drinking Water and Public Spaces Supervision Section at the Yinchuan Center for Disease Control, reported that currently there are a total of 133 registered drinking water supply units in the three urban areas and two counties of Yinchuan, as well as 1372 registered water supply units. All operational drinking water dispensers must have a health permit and complete the corresponding registration locally.
It has been reported that, according to regulations, all drinking water machines in residential complexes must clearly display four types of information: the water quality report, the health certificate of the staff, the permit for products in contact with water, and the replacement and cleaning register of the filters. Additionally, the equipment must be installed within the surveillance scope to ensure the safety of drinking water. Each year, control agents will conduct random sampling of the water machines in their jurisdiction, and after merchants change the filters, they must also provide a new water quality report, in order to strengthen the defense for drinking water safety.

Yang Xiuqin presented simple and practical methods for discernment: first, observe the accreditation, checking if the machine displays the relevant licenses; second, consult the reports, verifying the recent water quality results; and third, examine the environment, checking if the area around the equipment is clean and if it is under surveillance. She also warns that for sensitive groups such as the elderly and children, it is recommended to boil the water before ingestion for greater safety.
If residents discover problems such as water turbidity, dirty machinery, or lack of public information, how can they defend their rights?
